Since H and C share borders I'm willing to bet say a trooper in Enfield may be closer to the Somers cell on Soapstone Mtn than BDL and have their radio affiliate with a Troop C site, hence you hear Troop H on a Troop C site and vice versa.

I wouldn't spend a bunch of time making custom files until you are confident that you will be able to hear it properly.
