So 30-40 Vit, 15-20 End, min Str/Skl for the weapons you want to use and then pump Arc. 50 Arc is ok, 70 is hitting a lot of Arc softcaps but 99 is where it's at - some tools scale better in those last 20 points. Cruel Fate as your starting build.As for the threaded cane you need proper gems to get something out of that scaling. Get the hunters torch. Decent offhand weapon that scales with arcane.
